Malaysia prepares systems and infrastructure for new refugee policy

The government is developing SOPs, a registration system and a centre in Perak to manage refugees under a new national security directive.

KUALA LUMPUR: The government is undertaking pre-implementation measures for the Refugee Management Policy (DPP).

Deputy Home Minister Datuk Seri Dr Shamsul Anuar Nasarah said this includes developing systems, standard operating procedures and necessary infrastructure.

The preparations align with National Security Council Directive No. 23, which sets a new mechanism for refugee management.

Ongoing actions include testing a refugee registration system developed with MIMOS Berhad.

The government is also establishing a refugee isolation centre in Bidor, Perak.

It is finalising the SOP for refugee status determination and amending the Immigration Regulations 1963.

“This directive also states that all refugees in the country, whether they hold UNHCR cards or not, must undergo the status determination process conducted by the government,” Shamsul Anuar said in Parliament.

He was responding to a question from Wong Chen on the timeline for expanding the DPP.

The Subang MP had asked about providing refugees access to education and healthcare via NGOs or private institutions.

Under the new mechanism, status will be verified solely through the Refugee Registration Document.

Biometric data will be entered into the government system for monitoring and enforcement.

MKN Directive No. 23 also outlines roles for 20 ministries and agencies.

Their roles include ensuring access to education, healthcare, social protection and employment for document holders. – Bernama
