PETALING JAYA: The 11th Malaysia Plan (11MP) will focus on five main areas in order to transform the public services sector for greater efficiency and productivity.
The areas of focus are:
- Enhancing service delivery with citizens at the centre.
- Rationalising public sector institutions for greater productivity and performance.
- Strengthening talent management for the public service of the future.
- Enhancing project management for better and faster outcomes.
- Capitalising on local authorities for quality services at the local level.
The 11MP pointed out that the objective of the government is to achieve seamless delivery of services, increased customer satisfaction, increased efficiency and reduced cost.
To achieve this, the role of the Malaysian Administrative Modernisation and Management Plan Unit (MAMPU) will be strengthened, as it will be spearheading the implementation of initiatives to enhance the delivery of services.
To rationalise public sector institutions for greater productivity and performance, the 11MP will prioritise on optimising the government's structure, scale and operating model to enhance the focus, flexibility and ultimately the performance of public sector institutions.
The public sector will also need to strengthen its talent management, capabilities and leadership to enable quality improvement in service delivery.
Three principles - high impact to the rakyat, low cost to the government and rapid execution - must be adhered to for any project implementation under the 11MP as it looks to enhance project management for better and faster outcomes.
