EPF expands mandatory coverage to include foreign workers in Malaysia

Malaysia’s EPF now requires mandatory coverage for non-citizen employees, strengthening retirement security and social protection for all workers

KUALA LUMPUR: The Employees Provident Fund (EPF) has expanded its mandatory coverage to include non-Malaysian citizen employees.

This policy reform strengthens the national social protection framework by ensuring retirement security for all workers.

The change addresses a long-standing coverage gap in vital sectors like manufacturing, construction, and services.

Speaking to Borneo Post, EPF Chief Operating Officer Sazaliza Zainuddin said the labour landscape is evolving rapidly.

“Extending EPF participation to migrant workers is an important step towards ensuring better protection and retirement security for all workers contributing to Malaysia’s growth,” he said.

He added that a consistent protection framework is indispensable amid technological shifts and global competition.

The inclusion promotes greater equity and fairness within the Malaysian labour market.

It also aligns the nation closer to international standards of responsible employment.

Beyond individual security, the policy supports Malaysia’s long-term economic resilience.

A more inclusive system encourages businesses to modernise their workforce management strategies.

Companies can better attract local talent and invest in automation with a more secure labour pool.

The change drives more sustainable and responsible business practices across industries.

It reinforces compliance and ensures a level playing field for all employees.

Sazaliza urged employers who have yet to register with the EPF to do so promptly.

“We count on employers to move with the same sense of responsibility, ensuring all workers under their care are brought into the system without delay,” he said.

Timely registration safeguards employee welfare and supports adherence to national regulations.

Ultimately, the expansion reflects an aspiration for a fair, secure, and sustainable labour market.

It reinforces a commitment to treating social protection as a fundamental right for everyone
