DOF approves monsoon trawl nets until February 2026

The Department of Fisheries grants controlled approval for Monsoon Season Trawl Nets in four East Coast states, with strict conditions to protect resources and livelihoods.

PUTRAJAYA: The Department of Fisheries (DOF) has granted approval for the use of Monsoon Season Trawl Nets (PTMT) from December 1, 2025, to February 28, 2026.

Director-general Datuk Adnan Hussain said the approval was granted in a controlled manner to balance socio-economic needs with fishery resource sustainability.

A total of 223 special PTMT approvals have been issued across four states: Terengganu (152), Kelantan (41), Pahang (29), and East Johor (1).

All approvals are subject to strict conditions, including the use of traditional vessels under 15 gross registered tonnage.

Vessels must be operated by the owner, have adequate safety equipment, and use nets with a mesh size over 38 millimetres.

Each vessel is also required to install a turtle excluder device before approval is granted.

During the operation period, all special PTMT vessels are permitted to operate only beyond two nautical miles from the coast and between 6 am and 6 pm.

Vessels must carry a special approval letter during operations, and no extension applications after February 28, 2026, will be allowed.

Adnan said the special PTMT is a regulated mechanism, not a free concession, to protect livelihoods during the monsoon while preserving fish resources.

“PTMT approval will be revoked immediately should there be complaints from stakeholders or proof of any violation of the conditions,” he said.

Any operator found violating conditions may face legal action under the Fisheries Act 1985.

The act provides for a maximum fine of RM20,000, imprisonment, or both.

The DOF will carry out regular inspections and resource assessments to ensure compliance.

Adnan said the department remains committed to science-based, responsible, and sustainable fisheries management.

This commitment aims to safeguard national food security and ensure the fishing community’s long-term competitiveness.
