Dewan Rakyat approves new laws to implement advance passenger screening and biometric systems, aiming to strengthen border control and streamline processes
KUALA LUMPUR: The Dewan Rakyat has passed the Immigration (Amendment) Bill 2025 and the Passports (Amendment) Bill 2025.
Deputy Home Minister Datuk Seri Dr Shamsul Anuar Nasarah said the new laws will implement an Advance Passenger Screening System (APSS) and full biometric data integration.
He stated these measures will enable authorities to screen travellers 72 hours before their arrival in Malaysia.
“The implementation of APSS will also help reduce counter-setting issues and simplify processes involving human interaction,” Shamsul Anuar said during the debate winding-up.
He added that all collected data will be stored solely for immigration purposes and is protected under existing privacy laws.
The amendments aim to align border control with international security standards to address emerging threats.
A key objective is introducing provisions for automated systems and controlling entry and exit by train.
Shamsul Anuar said the Passports Act amendments complement the changes to the Immigration Act.
They are designed to expedite processes using biometrics, automated gates, and QR codes without compromising security.
The measures also aim to improve service quality and reduce congestion at immigration counters.
A consequential amendment requires every person entering or leaving Malaysia to be examined by an officer or an automated system. – Bernama
