Energy Commission restructures to boost energy transition and consumer protection

Malaysia’s Energy Commission announces new organisational structure with two deputy CEOs to enhance regulatory oversight and support energy transition.

PUTRAJAYA: The Energy Commission (ST) has announced a comprehensive organisational transformation to strengthen regulatory effectiveness and enhance consumer protection.

The new structure, effective from 1 January, aims to safeguard consumer interests by ensuring a secure, equitable and clean energy supply.

It is designed to streamline resources and improve service delivery amid the rapidly evolving energy sector.

Chief Executive Officer Siti Safinah Salleh and Chairman Datuk Seri Asri Hamidon will lead the revamped commission.

The structure introduces two Deputy CEO positions to lead core regulatory functions alongside a Senior Director for corporate management.

Roslee Esman is appointed Deputy CEO for Technical Regulatory and Compliance, responsible for technical and safety regulation.

His role covers standards development, licensing, certification, compliance and enforcement for electricity and gas systems.

Dr Sanjayan Velautham will serve as Deputy CEO for Economic, Markets and Planning, overseeing economic and market regulation.

His responsibilities include network investment, tariff design, long-term planning and advancing energy transition initiatives.

A Senior Director for Corporate Management and Services will drive organisational excellence through strategic corporate functions.

ST stated the transformation enhances the existing structure with clearer demarcation between policy, delivery and enforcement.

The revised framework comprises nine core divisions to strengthen regulatory focus.

These are the Technical Policy and Regulation, Regulatory Services and Performance, and Compliance and Enforcement Divisions.

Also included are the Economic Regulation and Consumer Policy, and Market Regulation and Planning Divisions.

The Strategy and Corporate Affairs, Corporate Services, Legal and Secretarial, and a Special Unit for Capacity Procurement complete the new divisions.

The restructuring is a key component of ST’s broader transformation agenda supporting national energy policies.

It aligns with the Energy Efficiency and Conservation Act, the National Energy Transition Roadmap and the National Energy Policy.

“Through this new organisational structure, ST aims to become a more agile, accountable and forward-looking regulator,” the commission said.

ST committed to ensuring minimal disruption to time-sensitive services like licensing during the transition.
