Enforcement officer at Magistrate's Court denies RTD officer was framed

PUTRAJAYA: An enforcement assistant at the Magistrate's Court here today denied that former deputy director-general of Road Transport Department (RTD) Datuk Yusof Ayob is being framed.
Ahmad Zaid Kamarul Awang disagreed with Yusof's lawyer, Datuk Baljit Singh Sidhu, who suggested during cross examination that the enforcement (department) wants to frame Yusoff.
Baljit asked Ahmad Zaid why he only took 20 photographs at the Lingkaran Putrajaya in two and a half hours during an "operation" to take pictures of offenders.
Out of 20 photographs taken by Ahmad Zaid, only 8 to 10 pictures were found to be clear.
"Is it logical that in two and half hours, you only took 20 photographs? It looks like you selected what you wanted," Baljit said but Ahmad Zaid disagreed.
He said he did take more pictures but had deleted those that were unclear.
Ahmad Zaki had identified a photograph of a black Proton Inspira with the registration number BLY 68, which was taken at 6.27pm on Oct 7, 2016.
Baljit also asked another witness, RTD officer Zailani Zainal Abidin, who is also the investigating officer, if there is a possibility to frame or if there was something not in order or if there was any bad intention.
Zailani said: "I am not sure."
Zailani was asked if he had recommended "no action" be taken (as there was trafffic), he agreed.
When asked if he felt strange to record a statement of his superior, Yusoff, Zailani said he was ordered (to record).
"Did you feel strange?" asked Baljit and he replied "a little bit".
Yusoff, 58, claimed trial to the charge of driving a car with the registration number "BLY 68" into "Emergency lane" at Lingkaran Putrajaya in Putrajaya, at Selangor state administration area at about 6.27pm on Oct 7, 2016.
The act is in violation to Rule 53(1) of Road Traffic Rules 1959 and it is an offence under section 119 (1)(c) of the Road Transport Act 1987.
Another witness, Tengku Dahari Tengku Mansor, who was the special officer to Yusoff and currently the assistant enforcement officer at RTD Selangor said he also drives for Yusof but he was in Tapah on the day of the incident.
Tengku Dahari is the one, who appeared on behalf of Yusof to plead guilty in the Magistrate's Court on July 18, 2017.
He agreed with Baljit that Yusoff had used his car for monitoring and enforcement purposes. He also agreed with Baljit that a letter is needed for the "photograph operation" from a higher officer and RTD department's camera to be used for such operation.
Deputy Public Prosecutor Izzat Fauzan, who prosecuted closed the case after five witnesses testified.
The case is fixed for submission tomorrow.
