Energy Commission transformation plan aims for modern regulator

The Energy Commission’s new roadmap focuses on six strategic themes to become a modern, agile and high-impact energy regulator.

KUALA LUMPUR: The Energy Commission Transformation Plan is a comprehensive roadmap to position the regulator as modern, agile and high-impact.

Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar said the plan focuses on six strategic themes.

These themes are governance, organisational structure, digitalisation, capability building, stakeholder engagement and financial sustainability.

Implementation will be phased, starting with establishing foundations and quick wins.

It will then accelerate execution before embedding new structures and culture.

Shamsul Azri outlined key actions including forming a dedicated transformation team and upgrading digital systems.

Other actions include reskilling staff and appointing ‘Change Agents’ as internal consultants to drive each theme.

The plan emphasises transparent communication, inclusive change management and continuous performance measurement.

He made these remarks in his keynote address at the Energy Regulatory Insights Forum 2025.

The transformation will shift the commission from a traditional regulator to a modern, adaptive institution.

It will focus on economic regulation and strategic stakeholder collaboration.

This ensures it remains resilient, trusted and effective in a rapidly evolving energy landscape.

Shamsul Azri said the reform posture is guided by the Public Service Reform Agenda.

This whole-of-government framework is structured around five reform thrusts and 20 strategies.

The forum itself had over 600 participants from across the energy ecosystem.

Shamsul Azri called on delegates to convert insights into action and participate in regulatory sandboxes.

He also urged commitment to transparent procurement and investment in workforce training.

Co-designing standards that can be implemented quickly was another key message.

Deputy Minister of Energy Transition and Water Transformation Akmal Nasrullah Mohd Nasir also spoke.

He said the forum is a key platform for strategic dialogue and collaboration.

It ensures the nation moves reliably, sustainably and equitably in its energy transition.

Government policies like the National Energy Transition Roadmap form the backbone of this transition.

These are supported by the 13th Malaysia Plan and operational initiatives like the Corporate Renewable Energy Supply Scheme.

The Energy Efficiency and Conservation Act is another supporting measure.

Akmal highlighted the commission’s role in ensuring regulatory clarity and accelerating investments.

It also safeguards consumers and enables innovation through mechanisms like regulatory sandboxes.

Digital metering initiatives also aim to strengthen energy security and support new industries.

The forum underscored the need for regulatory coherence and cross-sector collaboration.
