New defence policy aims to restore confidence and boost local industry

Malaysia’s new National Defence Industry Policy focuses on governance, tech, supply chains and exports to strengthen security and restore sector integrity

KUALA LUMPUR: The newly launched National Defence Industry Policy (NDIP) marks a pivotal step to fortify national security and rebuild confidence in the defence sector.

Prime Minister Datuk Seri Anwar Ibrahim said the long-delayed policy aligns with contemporary demands and the current needs of the Malaysian Armed Forces (MAF).

He stated the policy aims to establish a more credible and integrity-based local industrial capability.

“This defence industry policy has indeed been long-delayed and I think it is in line with the demands of the times and hopefully overcomes the crisis that has befallen the Malaysian Armed Forces recently,” Anwar said at the launch ceremony.

The NDIP is structured around four core pillars to guide its implementation.

The first pillar focuses on strengthening governance and institutions, beginning with a foundation of good governance.

Developing technological capabilities, including through an Industrial Collaboration Programme, forms the policy’s second pillar.

The third pillar involves reinforcing the local defence ecosystem and supply chain to build technological self-reliance.

“Because the ecosystem requires us not only to buy but also to provide local technology self-reliance, strengthening the network or what is called the local supply chain and commercialisation of R&D (research and development),” he explained.

Enhancing global competitiveness and exports is the fourth and final pillar of the new framework.

“If there is efficient and good internal capabilities, we must move to increase global competitiveness and start exporting our products,” Anwar added.

He stressed that integrity and good governance are paramount, especially in addressing corruption and malpractice.

Anwar clarified that ongoing investigations involving a few individuals should not tarnish the entire MAF’s reputation.

“I do not want a few issues that surround a few people, who are still under investigation, to tarnish the face and image and status of military officers at all levels who have served well,” he said.

The Prime Minister assured the policy has the full support of the entire Cabinet.

“That is my guarantee. The entire Cabinet is together to improve and restore the role of capabilities and also implement the National Defence Industry Policy,” Anwar concluded.
