New licence requirement for waste management firms from next year

All solid waste management and public cleansing licence applicants must complete the SOSMIC intellectual course from 2025.

PUTRAJAYA: The Ministry of Housing and Local Government has made participation in the Solid Waste Management Intellectual Course mandatory for all new and renewal licence applications for solid waste management and public cleansing services starting next year.

Minister Nga Kor Ming said SOSMIC was established to ensure all licence holders operate with professionalism meeting the country’s future needs.

“SOSMIC is expected to train 20,000 participants in the first five years,” he said in his speech at the National Solid Waste Management Reform SOSMIC event.

Nga stated each participant would gain knowledge plus a new culture, discipline and awareness to create change in the country’s solid waste management reform.

He added the programme would directly contribute to the ministry’s goal of becoming high-performance and results-oriented for public wellbeing.

His speech was delivered by KPKT secretary-general Datuk Dr M Noor Azman Taib.

SOSMIC represents Malaysia’s first intellectual course in solid waste management and public cleaning.

It was developed by the National Solid Waste Management Department in collaboration with SWCorp and the Housing and Local Government Training Institute.

This initiative focuses on enhancing licensee professionalism while strengthening understanding of law and industry standards.

The programme aligns with Act 672 and the Malaysia MADANI aspirations.

It consists of five core modules covering the national waste management system background and legal framework.

Other modules include technical fundamentals, licence application procedures via i-Lesen system and industry best practices.

Meanwhile, Nga revealed the ministry conducted 24,003 operations against illegal dumping sites from 2014 to October this year.

From January to October 2024 alone, 3,634 operations cleaned 1,530.41 tonnes of solid waste at over RM406,000 cost.

“From the enforcement aspect, 22 cases were successfully brought to court under Act 672 this year,” he said.

These were supported by 4,268 intelligence operations requiring field officer perseverance plus significant time and cost.

Nga emphasised the need for cooperation from all society levels to improve national cleanliness standards.
