22 government leaders trained to build Agentic AI solutions for Malaysian ministries in 21-week programme
MALAYSIA’s public sector has taken a significant step toward digital transformation with the completion of an intensive artificial intelligence training programme designed to equip government leaders with practical AI deployment capabilities.
The Public Service Department (JPA) has concluded its AI & Digital Leadership Programme, a 21-week initiative delivered in partnership with industry specialist Chamrun Digital. The programme focused on developing real-world Agentic AI solutions tailored for ministry operations across the Malaysian government.
Strategic Partnership Drives Practical Outcomes
The initiative represents a collaborative effort between JPA, Chamrun Digital as the primary delivery partner, and international supporters including South Korea’s National Human Resources Development Institute (NHI) and Seoul National University (SNU).
Unlike traditional theoretical training approaches, this programme emphasized hands-on development of deployable AI systems designed to address specific governmental challenges.
Dr Behrang Parhizkar, Group Chief Executive Officer of Chamrun Digital, highlighted the practical nature of the programme’s results.
“Under JPA’s leadership, the Agentic AI solutions designed by officers through this programme move beyond experimentation into practical application,” he explained. “These solutions will reduce operational workload, simplify complex processes and enable ministries to innovate proactively.”

Building AI Capability Through Applied Learning
Twenty-two carefully selected government leaders participated in the intensive training, which combined advanced AI technology education with policy development and problem-solving methodologies.
Each participant was required to complete a comprehensive project consisting of three key components: a detailed policy proposal, a clearly defined problem statement, and a fully functional Agentic AI prototype customised to address ministry-specific operational challenges.
This approach ensured that theoretical knowledge translated directly into practical, implementable solutions rather than remaining confined to classroom learning.

Diverse Applications Across Government Operations
The Agentic AI prototypes developed during the programme demonstrate wide-ranging potential applications across Malaysian government operations.
Solutions created by participants could automate repetitive and complex administrative processes, potentially saving millions of working hours across ministries. Other prototypes focus on strengthening food security through improved forecasting and planning capabilities.
Several projects address citizen protection by detecting online scams and fraud risks, while others tackle the challenge of managing high-volume public inquiries with greater efficiency. Additional solutions aim to optimize ministry operations and enhance decision-making processes through data-driven insights.
Collectively, these innovations showcase how Agentic AI technology can enhance productivity, accuracy, and innovation throughout Malaysia’s public service infrastructure.
Industry-Driven Delivery Model
JPA’s strategic approach involved appointing Chamrun Digital as the end-to-end delivery partner responsible for programme design, implementation, and ensuring measurable outcomes.
This industry-driven methodology positions JPA as a central driver of Malaysia’s public sector AI talent development pipeline. The model ensures that emerging AI capabilities remain aligned with core public service values, accountability standards, and national objectives while maintaining practical applicability and scalability.

The collaboration between JPA, Chamrun Digital, NHI Korea, and Seoul National University is being recognized as a benchmark model for government-industry-university cooperation in AI development.
