No tolerance for verbal abuse or public shaming – Dzulkefly

Health Ministry reinforces ethics, bans verbal abuse and public shaming, mandating leaders to act on complaints to ensure a professional work environment.

PETALING JAYA: The Health Ministry is strengthening work ethics and accountability among leaders at its healthcare facilities to ensure a professional and respectful working environment for all staff.

Health Minister Dzulkefly Ahmad (pic) said the ministry takes workplace conditions and the welfare of healthcare workers seriously, stressing that every member of the ministry must operate in an environment guided by professionalism, ethics and the values of Madani.

To eliminate ambiguity in handling misconduct cases, the ministry will reinforce the implementation of existing service circulars issued by the Public Service Department of Malaysia.

These circulars strictly prohibit the use of abusive language, verbal insults, public humiliation or any form of emotional harassment that goes beyond professional boundaries.

“They serve as mandatory references for disciplinary action to ensure that every complaint is processed fairly and transparently at all levels of healthcare facilities,” he said in a statement.

Dzulkefly said senior management at every health facility must take responsibility for fostering a harmonious and caring work culture.

He stressed that leaders are obligated to investigate complaints and take immediate action without compromise or attempts to protect any individual involved.

“I would like to emphasise that failure by leaders to respond to complaints constitutes a serious failure in governance, based on the principle that ‘failure to take action is a failure itself,’” he said.

The Health Ministry remains committed to strengthening a safe and conducive work ecosystem to ensure the future of the country’s healthcare service remains rooted in integrity and compassion.
