Former GLC engineer fined RM150,000 for tender fraud

A former GLC assistant engineer was fined RM150,000 for concealing his interest in a tender evaluation for a RM4.3 million cable project.

IPOH: A former government-linked company assistant engineer has been fined RM150,000 for concealing his personal interest in a tender evaluation process.

Zamhuri Ahmad Shatiry, 51, pleaded guilty to deceiving the Tender Evaluation Committee for a cable installation project worth over RM4.3 million nine years ago.

Sessions Court Judge Meor Sulaiman Ahmad Tarmizi also ordered Zamhuri to serve six months in jail if he fails to pay the fine.

The offence occurred on August 1, 2016, at the TNB Distribution Division in Kinta district.

Zamhuri concealed his interest in Gua Besar Sdn Bhd, for which he had prepared the Bill of Quantities.

This led to the company being awarded the tender worth RM4,337,542.

According to case facts, Zamhuri served as secretary of the tender evaluation meeting and assisted Gua Besar Sdn Bhd in preparing detailed BQ prices.

Investigation revealed that after the project’s completion in late 2018, the accused received RM140,000 in gratification through three cheques handed over at Old Town White Coffee Kuala Kangsar.

The charge was framed under Section 415 of the Penal Code, punishable under Section 417, which provides for maximum imprisonment of five years with a fine, or both.

Malaysian Anti-Corruption Commission Prosecuting Officer Mohd Afiq Mohd Adnan handled the prosecution, while the accused was not represented by a lawyer.

In separate proceedings at the same court, an Assistant Information Technology Officer was fined RM2,000 for using a false document for a maintenance work claim.

Zuraime Ramli, 43, pleaded guilty to using a false Account Acceptance Certificate for ICT maintenance works amounting to RM25,000 that were not carried out.

The court ordered Zuraime to be jailed for one month if he fails to pay the fine and forfeited seized money totaling RM24,800 to the Government of Malaysia.

According to the charge, the offence was committed at the Batang Padang District Education Office on August 1, 2023.

The accused had prepared and certified the document acknowledging that maintenance work had been fully supplied when it was not carried out.

The charge was framed under Section 471 of the Penal Code, punishable under Section 465, which provides for maximum imprisonment of two years or a fine or both.

MACC Prosecuting Officer G. Nanthini handled the prosecution, while the accused was not represented.
