Malaysia will implement the Refugee Registration Document system from Jan 1, 2026, replacing UNHCR management to enhance security and data control.
KUALA LUMPUR: The government will implement the Refugee Registration Document system from January 1, 2026.
Deputy Home Minister Datuk Seri Dr Shamsul Anuar Nasarah announced this initiative to address security risks and disorganised data.
The system replaces the current registration managed solely by the United Nations High Commissioner for Refugees.
“This situation causes the government to not have any element of control over the individual’s application as refugee, their total and their location in Malaysia,” he told Parliament.
Shamsul Anuar said refugee information and biometrics will be stored in the new government system.
Confirmed refugees will receive an official identification document recognised by Malaysian authorities.
The measure enables comprehensive government monitoring and more effective refugee management.
He noted the current UNHCR system operates without government agency involvement.
This has led to cases of disorganised registration, abuse and document falsification.
The DPP system is currently in testing to ensure stability before official launch.
Refugee data will remain in government biometric systems until final management decisions.
These include third-country settlement, origin country repatriation, or deportation for law violations.
