Convicted rapist to return home

KUALA LUMPUR: Convicted Malaysian serial rapist Selva Kumar Subbiah, who will return here from Canada on Sunday after serving 24 years in prison for sexual assault, is a free man and will not be bound by any laws.
Inspector-General of Police (IGP) Tan Sri Khalid Abu Bakar said today 56-year-old Selva Kumar, who will be escorted to Kuala Lumpur by the Canadian authorities, will be received by police on his arrival at the Kuala Lumpur International Airport (KLIA).
"We will receive him from the Canadian authorities but he is a free man upon arrival. We cannot subject him to any conditions here as he has served his sentence for the offences he committed outside Malaysia," Khalid told theSun today.
It is learnt that police are expected to speak to Selva Kumar on his conviction and retain papers on his criminal records before allowing him to go free.
In a press conference on Jan 20, Khalid said police has its own ways of monitoring ex-convicts of such nature.
Described as "a prolific psychopath who should be kept behind bars for the rest of his life" and the worst sex offender Canada had seen, Selva Kumar's was released from prison last Sunday after completing his 24-year imprisonment but his detention was extended by a week subject to his deportation to Malaysia as Canadian authorities believe he remains a threat to society with a high possibility of repeating sexual crimes.
It was reported that the man who was arrested in Toronto on Aug 7, 1991 faced 75 charges of drugging and sexually assaulting more than 30 victims including minors as young as 14.
Upon his arrest, Canadian police investigators raided his home and made a shocking discovery of drugs and journals that listed the names and details of hundreds of women he had raped. He had also rated the women and the assaults on them.
Although police believe there were about 1,000 women who had fallen prey to Selva Kumar, investigators managed to only trace about 500 of them.
However, only 120 agreed to testify against him after being interviewed by police.
During trial, the Canadian court heard how Selva Kumar had lured his victims on the pretext of being a talent scout, modelling agent, exotic pet seller and a movie producer from the late 80s until his arrest.
He was convicted of the 75 crimes between December 1992 and January 1997.
While serving his sentence, he was refused parole.
It was reported that a 2014 parole board report stated Selva Kumar's "superficial remorse" and "need for control and self-gratification", classifying him at "high risk of repeating his crimes".
Selva Kumar had left for Canada in 1980 to pursue his studies.
