JPJ collects RM5.59 million in fines from Thai van offences

JPJ enforcement nets RM5.59 million from Thai vans for permit and licence violations, with over 1,000 vehicles still under monitoring in border states

KOTA BHARU: The Road Transport Department (JPJ) has collected RM5.59 million in outstanding fines from Thailand-registered vehicles over three years.

The collection stems from Ops Tunggak Kenderaan Thailand, an ongoing enforcement operation focused on border states.

Senior enforcement director Datuk Muhammad Kifli Ma Hassan identified the three most common offences.

These are the absence of an International Circulation Permit, driving without a Competent Driving Licence, and failure to display the ICP.

“This collection reflects the effectiveness of integrated enforcement strategies, and an increasing level of compliance among foreign vehicle owners and drivers,” he said.

Collections rose from RM203,400 in 2023 to RM1.16 million in 2024, before jumping to RM4.22 million last year.

To date, about 1,000 Thailand-registered vehicles operating in four border states remain under JPJ monitoring.

From 2023 to 2025, JPJ recorded 11,946 cases involving vehicles without an ICP.

It also recorded 3,585 cases of drivers without a CDL and 5,573 cases of failure to properly display the ICP.

Kedah recorded the highest number of cases at 37,527, followed by Kelantan with 6,653 cases.

Muhammad Kifli advised foreign vehicle owners to settle outstanding fines and ensure all documents are valid before entering Malaysia.

On a separate operation, he provided an update on Ops Luxury targeting high-end vehicles.

Since its launch in July last year, JPJ has seized 1,050 luxury vehicles estimated to be worth over RM200 million.

Seized vehicles include makes such as Rolls-Royce, Mercedes-Benz, BYD and Lamborghini.

A recent operation in Karak, Pahang, led to the seizure of six vehicles valued at about RM3 million.

He said the seizures have proven effective, with about 90% of owners now settling outstanding road tax arrears.

Monitoring under Ops Luxury will continue, particularly in Kuala Lumpur and Penang.
