JPJ cracks down on KLIA touts with over 500 arrests

The Road Transport Department has arrested 573 touts at KLIA since 2023, collecting over RM2 million in fines and warning of vehicle seizures for repeat offenders.

SEPANG: The Road Transport Department (JPJ) has recorded 573 arrests for touting activities at Kuala Lumpur International Airport (KLIA) Terminals 1 and 2 between 2023 and 2025.

Fines collected during this period totalled more than RM2 million.

Senior JPJ enforcement director Datuk Muhammad Kifli Ma Hassan said the department takes these illegal activities seriously.

He stated that ‘Op Ulat’ will continue this year to curb unlicensed car rental services at the country’s entry points.

“These ‘tout’ activities involve offering illegal car rental services to members of the public at arrival halls,” he said at a press conference.

He explained that delivery charges range from RM80 to RM150 for trips to Kuala Lumpur, compared to standard taxi fares of RM65 to RM80.

JPJ will take stern action against individuals involved in offering illegal passenger transport.

This includes the seizure of vehicles for repeat offenders.

“We successfully carried out the first vehicle confiscation last year,” Muhammad Kifli said.

He confirmed that any vehicle detained for a second or subsequent touting offence will now be forfeited.

He said these illegal activities remain prevalent at KLIA as they generate lucrative daily earnings.

Based on investigations, touts can earn between RM500 and RM1,000 per day.

“If they operate continuously for about 20 days a month, they are able to cover the court fines imposed,” he noted.

Muhammad Kifli views such activities as selfish and illegal profit-seeking practices.

He warned that these activities can tarnish the country’s image and impact the tourism and public transport sectors.

Today, JPJ successfully arrested three local individuals for offering illegal passenger transport at KLIA Terminal 1.

Perpetrators may be charged under Section 205(1) of the Land Public Transport Act 2010.

Upon conviction, they face a fine of up to RM50,000, imprisonment for up to five years, or both.

Vehicles involved may also be seized and forfeited under Section 227 of the same act.
