PETALING JAYA: The government will amend three key laws to pave the way for the rollout of the Multi-Lane Free Flow (MLFF) toll collection system, said Deputy Works Minister Datuk Seri Ahmad Maslan.
Speaking in the Dewan Rakyat yesterday, Ahmad said the Road Transport Act, the Federal Roads (Private Management) Act and the Malaysian Highway Authority (Incorporation) Act will be updated to allow enforcement of toll non-payment and related offences under the new MLFF system.
“MLFF is designed to remove bottlenecks at toll plazas, as vehicles will no longer need to stop to make payments,” he said.
“Transactions will happen automatically without barriers or traditional toll plaza structures, improving travel efficiency for all highway users.”
He said MLFF will be implemented on a business-to-business basis, meaning toll concessionaires – not the government – will manage all procurement and appoint service providers.

Ahmad also gave an update on the pilot rollout of the Automatic Number Plate Recognition (ANPR) system, which is linked to the JustGo app for digital toll payments.
The system is now undergoing internal testing with selected users to ensure accuracy and reliability before public trials begin.
“Several parameters have been set to evaluate the ANPR pilot,” he said.
“These include the system’s ability to detect vehicle number plates accurately, improve transaction speed at toll lanes and ensure the security and privacy of users’ data in line with the Personal Data Protection Act 2010.”
He noted Malaysia has already implemented the Open Payment Toll Collection System on 26 highways, allowing users to pay a fixed toll rate using bank or prepaid cards.
The new ANPR-linked system will support automatic toll detection on closed highways where charges are based on travel distance.
The MLFF initiative forms part of the government’s wider digital infrastructure push to streamline toll operations, cut congestion and enhance the overall experience for highway users.
