New Iltizam Act aims to cut red tape and boost public service efficiency

The Iltizam Act 2025 mandates a 25% reduction in regulatory burdens and introduces new performance metrics to create a more agile public service

PUTRAJAYA: The implementation of the Government Service Efficiency Commitment Act 2025, known as the Iltizam Act, represents a major step toward a more adaptive and results-driven public service.

Public Service Department director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz said the Act aims to rebuild public trust and position Malaysia as a global model for modern governance.

He stated the Act ensures public service reforms are strengthened through a clear and accountable legal framework.

“The Act underscores the Government’s commitment to reducing bureaucratic red tape, streamlining regulatory processes and ensuring that government services are more responsive to the needs of the people and the business community,” Wan Ahmad Dahlan told Bernama.

Key provisions include a commitment to reduce regulatory burdens by at least 25% within three years.

The Act also implements a One-In, One-Out policy to enhance regulatory efficiency alongside regular performance reporting.

“With this approach, Akta Iltizam helps to minimise bureaucratic red tape, overlapping processes and decision-making delays that may create room for abuse of power,” he added.

Wan Ahmad Dahlan explained the Act serves as a strategic complement to existing laws like the Malaysian Anti-Corruption Commission Act.

It establishes minimum standards of efficiency and governance for all government entities.

The Act adopts a continuous improvement approach through the Public Service Performance Index rather than a punitive one.

It aims to cultivate an ethical and transparent service culture for stronger public confidence.

The Act will be aligned with Phase 2 of the Public Service Remuneration System, which leverages AI and data analytics.

A Special Task Force named Alpha ILTIZAM has been established to monitor cross-agency alignment and coordination.

This task force is led by Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar.

Regular reporting mechanisms will ensure sustained compliance and understanding across the public service.

Wan Ahmad Dahlan stressed that the SSPA and the Iltizam Act are part of a new human resource management ecosystem built on digital transformation.

While the SSPA provides a data-driven platform for personnel decisions, the Iltizam Act offers the legal framework for a more flexible service model.

The Iltizam Circular and four key guidelines were launched on December 6 as a reference for implementation.
