MCMC’s public inquiry report outlines new mandatory standards for prepaid SIM registration, including biometric checks and MyDigital ID integration.

PUTRAJAYA: The Malaysian Communications and Multimedia Commission has published its final report on proposed mandatory standards for prepaid SIM card registration.

The Public Inquiry Report summarises feedback and outlines MCMC’s final policy stance on tightening the registration process.

MCMC stated the report reaffirms its commitment to a transparent and consultative regulatory framework.

The commission will issue the mandatory standards as Commission Determinations by the end of February 2026.

This follows a public inquiry conducted after the publication of an inquiry paper in October 2025.

The 45-day investigation period ended in November 2025, with MCMC receiving 15 submissions from service providers and the public.

MCMC explained that weaknesses in the current system allow for document forgery and identity theft.

These flaws pose risks to consumer security, national security and the integrity of digital services.

“The existing regulatory framework needs to be strengthened to address inconsistent registration practices and the existence of pre-activated SIM cards and fake registrations in the market,” MCMC said.

Feedback showed widespread support for tightening the prepaid registration process to protect consumers.

The proposed mandatory standard introduces a stricter regulatory framework with a secure automated platform.

It includes provisions for biometric authentication and clear responsibilities for service providers and distributors.

A key improvement is the integration of MyDigital ID as a verification mechanism for individuals.

This supports the government’s national digital identity initiative and enhances registration integrity.
