Deputy minister reveals 4,687 sports associations and clubs are inactive or problematic, with issues ranging from constitutional violations to governance failures.
KUALA LUMPUR: A total of 4,687 sports associations and clubs have been recorded as inactive or problematic between 2020 and 2025. Deputy Minister of Youth and Sports Mordi Bimol revealed the figure in Parliament today.
The breakdown includes 23 national-level bodies, 206 state-level associations, 486 district-level groups, and 3,972 clubs. Identified issues involve violations of organisational constitutions and breaches of the Sports Development Act 1997.
“The Ministry of Youth and Sports through the Office of the Sports Commissioner encourages the governance of sports bodies to be implemented with integrity,” said Mordi. He stated this is done by monitoring registration, compliance, and activity levels.
He was responding to a question from Onn Abu Bakar regarding the number of inactive bodies and the ministry’s recovery mechanisms. Mordi outlined a governance strengthening programme focused on guidance and training.
Initiatives include management courses, integrity advocacy programmes, and dialogue sessions with sports bodies. This effort aims to improve management efficiency and empower these organisations.
In a supplementary reply, Mordi addressed youth associations and their role in fostering patriotism. He highlighted the age limit of 15 to under 30 for forming youth associations as a key structural reform.
As of January 31, 2026, a total of 8,087 Youth Organisations are registered with 545,587 members under 30. The ministry supports them through advocacy programmes and management courses involving the Malaysian Youth Council.
Mordi also provided data on youth not in education, employment, or training (NEET). He said 8.7% of youth aged 15 to 24 were recorded as NEET in 2024.
The secondary school dropout rate for the same year was 2.55%. “This data shows that there is a group of youth who continuously drop out of the systems if early interventions are not implemented,” he stated.
