Perlis Speaker withdraws application for three state by-elections

Perlis Speaker Rus’sele Eizan withdraws his application for by-elections in three state seats after receiving assurances from PAS and the menteri besar.

KANGAR: Perlis State Legislative Assembly Speaker Rus’sele Eizan (pic) has withdrawn his application to hold by-elections for three state seats.

He submitted an official letter to the Election Commission office in Perlis yesterday to withdraw his earlier notification.

Rus’sele said the Chuping, Bintong and Guar Sanji seats will therefore remain vacant until the next general election.

“The casual vacancies for the Chuping, Bintong and Guar Sanji state seats remain in force as stated in my letter dated Dec 29, 2025,” he said.

He informed the Raja of Perlis, Tuanku Syed Sirajuddin Jamalullail, of this development through a letter sent today.

Rus’sele made the announcement at a press conference held at the Seri Putra Complex.

Last Monday, his office had submitted an official notification of the casual vacancies for the three seats to the EC.

That notice also informed the EC of the reasons for needing to hold the by-elections for its consideration.

Rus’sele said he changed his mind after PAS issued a statement assuring its commitment to the Perlis state government.

The PAS statement affirmed its support in line with the mandate from the 15th General Election.

“Furthermore, the statement by the Perlis Menteri Besar provided assurances that the Perikatan Nasional unity agenda would continue,” he added.

He noted the coalition still holds a large majority of 11 out of 15 seats in the state assembly.

“As such, there is no longer a need to hold by-elections to fill the three casual vacancies,” Rus’sele concluded.

On Dec 24, PAS president Tan Sri Abdul Hadi Awang announced the termination of three Perlis assemblymen’s party membership.

Saad Seman (Chuping), Fakhrul Anwar Ismail (Bintong) and Mohd Ridzuan Hashim (Guar Sanji) had their membership terminated immediately.

This was based on clauses in the PAS Constitution (Amendment 2025).

The three were among eight assemblymen who allegedly withdrew support for the previous menteri besar.

Mohd Shukri Ramli resigned on Dec 25 due to health reasons.

In GE15, Perikatan Nasional won 14 state seats in Perlis, comprising nine PAS and five Bersatu assemblymen.

Pakatan Harapan secured one seat through PKR in the Indera Kayangan constituency. – Bernama
