EU set to scrap 2035 combustion engine ban for car industry

The EU will likely replace its 2035 petrol car ban with a 90% emissions cut target, allowing plug-in hybrids amid industry pressure and slow EV uptake.

BRUSSELS: The European Union is poised to scrap its landmark 2035 ban on new petrol and diesel cars.

The European Commission is expected to propose replacing the ban with a 90% emission-reduction target for new cars.

This reform package aims to support Europe’s auto industry facing fierce competition from China and a slower-than-expected shift to electric vehicles.

Carmakers have lobbied intensely to relax the ban, arguing the 2035 goal for fully electric sales is no longer realistic.

High upfront costs and insufficient charging infrastructure have slowed consumer adoption of EVs across the 27-nation bloc.

Just over 16% of new vehicles sold in the first nine months of 2025 are battery electric, according to European auto lobby ACEA.

The expected review will likely allow continued sales of plug-in hybrid and range-extender vehicles after 2035.

Germany and eastern European nations support this option, while Italy advocates for alternative biofuels.

France, Spain and Nordic countries have called for sticking to the original plan to protect investments in electrification.

EU sources confirmed the likely shift to a 90% CO2 reduction target, replacing the outright ban.

ACEA head Sigrid de Vries called the expected reforms a “critical milestone for the future of the sector”.

“EVs will be the dominant choice, but to make the transition work for society and industry, other options must be available too,” de Vries said.

Environmental groups warn that plug-in hybrids pollute almost as much as conventional petrol cars.

The commission will also unveil additional support measures, including plans for greening company fleets.

It aims to encourage production of small and affordable electric vehicles within the bloc.

Road transport accounts for about 20% of total planet-warming emissions in Europe. – AFP
