Malaysia and China will implement electronic origin data exchange under ACFTA and RCEP from January 2026 to boost trade efficiency and customs compliance
KUALA LUMPUR: Malaysia and China will implement an electronic data exchange system for certificates of origin under the ASEAN-China Free Trade Area and Regional Comprehensive Economic Partnership from January 2026.
The Ministry of Investment, Trade and Industry said this initiative follows an agreement with China’s General Administration of Customs for joint electronic origin data exchange.
MITI confirmed the signing of this arrangement is expected this month.
The system will enable seamless verification of trade documents between both countries.
Businesses will benefit more effectively from preferential tariff schemes under ACFTA and RCEP through this digital platform.
“The first phase of implementation will involve a one-way live exchange of electronic data for Form E and RCEP Certificates of Origin from Malaysia to China,” according to the ministry.
This data exchange will occur through Malaysia’s National Single Window linked to China’s Electronic Origin Data Exchange System.
MITI added that implementation is targeted to commence in January 2026.
“This initiative is expected to reduce document transmission time, expedite the verification of certificate authenticity, and enhance the security and confidentiality of preferential certificates of origin,” it said.
The system will also minimise the risk of misuse by unauthorised parties.
This joint arrangement reflects MITI’s continuous efforts to leverage digital technology for trade facilitation.
It supports the government’s digitalisation agenda aligned with the Madani Economy: Empowering the People aspiration.
“Through this initiative, MITI remains committed to strengthening Malaysia’s trade competitiveness, facilitating greater market access, and advancing free trade,” the ministry added.
