Parliament approves amendments to the Rukun Tetangga Act, extending committee terms to three years and focusing on local economic activities
KUALA LUMPUR: The Dewan Rakyat has passed the Rukun Tetangga (Amendment) Bill 2025.
The bill was approved by a majority vote after being tabled by National Unity Minister Datuk Aaron Ago Dagang.
When winding up the debate, Aaron stated the amendments are crucial to strengthen the role of Rukun Tetangga (RT).
He said RT has evolved beyond neighbourhood watch duties to include activities that spur the local economy.
The Ministry of National Unity said the amendments are a strategic move aligned with current needs.
It enables RT and the Voluntary Patrol Scheme (SRS) to operate more effectively at the grassroots level.
The amendments focus on two key aspects: extending committee appointment periods and streamlining the act’s provisions.
The appointment term for Neighbourhood Watch committee members (AJKRT) is lengthened to three years.
Consecutive appointments are limited to two terms, for a maximum of six years in the same area.
Reappointment for an additional term may be granted with approval from the Rukun Tetangga director-general.
The streamlining introduces a new definition for ‘persons with an interest’ in an RT area.
It also stipulates that only citizens may be appointed as AJKRT members.
