FINAS CEO says amendments to its Act are to ensure relevance amid tech changes, with film seen as a key GDP driver generating billions

KUALA LUMPUR: Amendments to the National Film Development Corporation Malaysia (FINAS) Act 1981 are designed to ensure the industry governing body stays relevant.

FINAS chief executive officer Datuk Azmir Saifuddin Mutalib said the changes address rapid technological advancements in content production.

He said the amendments focus on industry development, governance, and enhanced functions and enforcement powers.

They reflect the creative sector’s strongest growth in 40 years, marked by a record number of box-office hits.

Economically, the revised Act and the National Film Policy 2025 will recognise film as a key creative economy driver.

Azmir Saifuddin said the industry is a contributor to the nation’s Gross Domestic Product.

“In the next 10 years, the film and creative industries will be among the important sectors generating economic growth,” he said.

He gave the example that cinema licences alone generate almost RM2 billion in revenue annually.

Azmir Saifuddin stressed the amendments do not restrict creativity but protect creative workers and production.

Deputy Communications Minister Teo Nie Ching tabled the bill for its first reading on November 27.

It is expected to be tabled for a second reading tomorrow.

The bill seeks to revise the corporation’s membership structure to reflect current needs.

This includes abolishing the post of deputy chairman.

It also aims to expand FINAS’ powers to include providing film industry-related training. – Bernama
