Call to recognise domestic caregivers as workers

Human Resources Minister calls for domestic caregivers to be formally recognised as workers to access social security protection and address financial insecurity

KUALA LUMPUR: A government minister has highlighted the plight of unpaid domestic caregivers using the example of a fictional former lecturer.

Human Resources Minister Datuk Seri R. Ramanan described “Cikgu Noraini” as a symbol of thousands who leave careers to provide full-time care.

He said such individuals sacrifice income, career progression, and financial security without formal recognition or protection.

“Responsibilities of this nature carry long-term consequences,” Ramanan told theSun.

“Like many other domestic caregivers, Cikgu Noraini now lives without a stable income as her career has come to a halt.”

He stated it is imperative to formally acknowledge domestic caregivers as “workers” to include them in social security.

“Without such recognition, caregivers will continue to be excluded from the social safety net,” he added.

Ramanan argued home-based caregiving is a vital pillar within the nation’s economic and social ecosystem.

He said their contributions remain invisible despite facing emotional strain, health risks and financial uncertainty.

Social protection should be structured around life risks rather than employment status, he noted.

This aligns with existing Social Security Organisation (Socso) initiatives like “Lindung Kasih” and “Lindung Kendiri”.

“Lindung Kasih underscores the need to protect women and homemakers who shoulder caregiving responsibilities,” he explained.

“Lindung Kendiri recognises individuals who bear risks independently, without stable employment protection.”

Domestic caregivers fall within both categories, according to the minister.

A more flexible approach must ensure they are not excluded from lifelong protection, he said.

This should mirror measures extended to gig workers and homemakers.

“Recognising domestic caregivers is the first step,” Ramanan stated.

“Supporting them is the next. Ensuring lifelong protection for caregivers is fundamental.”
