Malaysia customs implements 100% scanning after major drug busts

Customs implements 100% scanning, AI inspection systems and mandatory pre-declaration following RM15.5 billion drug smuggling seizures at Port Klang

KUALA LUMPUR: The Royal Malaysian Customs Department has implemented stringent new security measures following major drug smuggling cases uncovered at Port Klang in 2023.

Director-General Datuk Anis Rizana Mohd Zainudin confirmed a 100% scanning policy for all containers including exports has been in effect since November 15, 2023.

Malaysia is currently the only country implementing comprehensive scanning according to World Customs Organisation review.

The measures were introduced after two significant drug seizures involving 376kg of heroin in March and 662kg of methamphetamine in October 2023 by Australian authorities.

Prime Minister Datuk Seri Anwar Ibrahim emphasised aggressive action against smuggling cartels had been taken after decades of inaction.

Anwar reported that seizures worth RM15.5 billion have been made with several individuals prosecuted since the cases emerged.

Customs has upgraded scanning equipment with artificial intelligence technology, dual-angle imaging and dual energy capabilities.

The combination of AI technology and officer expertise has improved efficiency and integrity in container clearance processes.

New scanning machines are being procured to replace four units at Port Klang, two in Penang and one in Johor with Finance Ministry approval.

Mandatory pre-declaration requiring exporters to submit Customs Form 2 before scanning has also been implemented.

Officer rotation policies require at least 50% of scanner handlers to be rotated in accordance with Public Service Department circulars.

The Import Export Supporting Document System introduced in September 2023 reduces physical interaction through online document storage.

This system was upgraded to MyCIEDS in January 2025 with improved audit capabilities.

Officers have undergone Neuro-Linguistic Programming courses to enhance suspicious behaviour detection skills.

These measures have increased national revenue collection to RM62.47 billion from January to October 2025 compared to RM53.63 billion last year.

Regular unannounced inspections are conducted at ports including more than 20 surprise visits by the director-general.

Anis Rizana conducts inspections at midnight or 3am without uniform to ensure officer alertness and integrity maintenance.

Close cooperation continues with police and Malaysian Anti-Corruption Commission for activities outside customs operational areas. – Bernama
