Disaster preparedness must be based on science, technology – DPM Ahmad Zahid

Science, data and technology based preparedneess strengthens national disaster management

PUCHONG: Science-, data- and technology-based preparedness has been outlined as a strategic direction to strengthen national disaster management in a more structured manner, said Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi.

Ahmad Zahid, who is also chairman of the National Disaster Management Committee, said disaster management can no longer rely solely on institutions.

“We must leverage big data, predictive analytics, as well as the integration of weather, geospatial and social risk information.

“Smart early warning systems need to be strengthened, and the anticipatory action approach must be institutionalised so that we act before disasters occur, not only after damage has taken place,” he said. 

 He said this when delivering the 2026 New Year address to staff of the National Disaster Management Agency (NADMA) here today.

Also present were NADMA director-general Meor Ismail Meor Akim and Malaysian Special Search and Rescue Team (SMART) commander Abdul Manaf Che Isa.

Ahmad Zahid said other strategic directions include rapid, coordinated and disciplined action, as well as humanitarian efforts grounded in values and empathy.

“Operational efficiency in the field depends on clear command structures, standard national response protocols, as well as integrated training and consistent crisis simulations.

“In every action, the safety and dignity of victims must be prioritised. A people-centred approach must be the foundation, with assistance delivered swiftly, fairly and with integrity,” he said.

Ahmad Zahid also said he wants the management of the 2025/2026 Northeast Monsoon to serve as a new benchmark in national disaster management.

“Early preparations initiated through meetings of the Central Disaster Management Committee, followed by consistent coordination at the operational level, have proven successful.

“Cooperation across ministries, departments, agencies and state governments can reduce delays, minimise confusion and accelerate responses when the people are in their most critical situations,” he said.

He added that the SMART team will undergo the INSARAG External Reclassification this year as an effort to strengthen its technical capabilities while enhancing the country’s image through its involvement in international disaster relief and response missions.
