FINAS says amendments to its act focus on industry development and governance, not social media regulation, and exempt OTT platforms from licensing.
KUALA LUMPUR: The National Film Development Corporation Malaysia (FINAS) has clarified that recent amendments to its governing act do not involve regulating social media content.
FINAS stated the amendments passed by the Senate are based on three main scopes: industry development, governance improvement, and strengthening functions and enforcement.
“These amendments do not involve the regulation of social media content,” the corporation said in a statement.
It added that for the time being, FINAS also exempts over-the-top and video-on-demand platforms from licensing requirements.
Communications Minister Datuk Fahmi Fadzil presented the bill to ensure the regulatory framework remains relevant with technological developments.
FINAS said the amendments are not intended to restrict creativity but to protect the welfare of the creative workforce.
The changes also aim to ensure compliance with the law in commercial filmmaking activities.
Over 50 engagement sessions were held during the bill drafting process involving various industry stakeholders.
Sessions included industry associations, production companies, television stations, OTT platforms, and higher education institutions.
Relevant ministries and technical agencies were also consulted throughout the process.
FINAS said this approach reflects the government’s commitment to consider industry needs and realities.
The corporation is confident the amendments will catalyse a more sustainable and competitive national film ecosystem.
This development is in line with Malaysia’s creative economy aspirations.
