New social security bill extends protection to non-work accidents

Malaysia tables bill to provide social security benefits for accidents outside work hours through new non-employment injury scheme.

KUALA LUMPUR: Human Resource Minister Steven Sim has tabled the Employees’ Social Security (Amendment) Bill 2025 for its first reading in the Dewan Rakyat.

He confirmed the bill will proceed to a second reading during the current parliamentary session.

The proposed amendments introduce a new Non-Employment Accident Injury Scheme extending social security protection to employees for accidents occurring outside working hours and unrelated to employment.

Clause 5 seeks to amend paragraphs 15(b), (c), (d) and (f) of the Employees’ Social Security Act 1969.

Subclause 5(a) would amend paragraph 15(b) to provide disablement benefits for insured persons suffering from non-employment injuries.

Subclause 5(b) would amend paragraph 15(c) to grant dependants’ benefits to families of insured persons who die from non-employment injuries.

Subclause 5(c) would amend paragraph 15(d) to provide funeral benefits for insured persons dying from non-employment injuries.

Subclause 5(d) would amend paragraph 15(f) to extend medical benefits to insured persons suffering disablement from non-employment injuries.

The proposed new section 44c ensures insured persons suffering disablement from non-employment injuries receive the same benefits as those with employment injuries.

Clause 14 would amend paragraph 57a(a) to provide education benefits through loans or scholarships for children of insured persons who die from non-employment injuries. – Bernama
