ABIM proposes national diagnostic assessment for schools

ABIM proposes a national diagnostic assessment for literacy and numeracy, opposing the return of UPSR and PT3 exams in favour of strengthening classroom-based evaluations.

KUALA LUMPUR: Angkatan Belia Islam Malaysia (ABIM) has proposed a structured National Diagnostic Assessment for the final years of primary and lower secondary school.

The proposed assessment would evaluate students’ basic literacy, numeracy and science skills.

ABIM president Ahmad Fahmi Mohd Samsudin said the data would be crucial for targeted educational interventions and international benchmarking.

He stated the assessment aims to avoid placing excessive social and psychological pressure on students and their families.

“ABIM believes that MADANI education calls for a fair, integrity-driven assessment system that is grounded in human dignity,” he said in a statement.

The organisation expressed readiness to work with the Ministry of Education as a strategic partner on the initiative.

Ahmad Fahmi also reiterated ABIM’s opposition to reinstating the Ujian Pencapaian Sekolah Rendah (UPSR) and Pentaksiran Tingkatan Tiga (PT3).

He argued that reinstating these exams would not resolve key issues in children’s education.

This is especially pertinent as the country works to strengthen the National Education Plan 2026-2035 and the 2027 School Curriculum.

Instead, he proposed further strengthening the Classroom-Based Assessment (PBD).

This should begin with enhancing teachers’ competencies as the primary implementers.

“PBD training needs to be structured in a more practical, phased and continuous manner,” he said.

He added that mechanical documentation burdens must be reduced so PBD can return to its original purpose as a learning tool.

Efforts to improve parents’ understanding of PBD must also be intensified to restore public confidence.
