Government outlines seven measures to strengthen Felda and restore settler confidence

The government is implementing seven concrete measures to strengthen Felda, including legal reforms and financial restructuring, to safeguard settler welfare and restore confidence.

KUALA LUMPUR: The government is implementing seven concrete measures to safeguard the welfare of Federal Land Development Authority (Felda) settlers and restore their confidence in the institution.

Deputy Minister of Rural and Regional Development Datuk Rubiah Wang said this includes reforming legislation like the Land (Group Settlement Areas) Act 1960 to clarify Felda’s roles and its legal relationship with settlers.

“This step also aims to align the existing legal framework with the needs of the new generation of settlers and the current economic landscape,” she told the Dewan Rakyat.

She was responding to a query on the government’s steps to restore settler confidence and ensure their voices are heard.

Rubiah said the government is also strengthening coordination between Felda and its subsidiaries for a uniform strategic direction and higher operational efficiency.

“This approach aims to optimise the use of resources, avoid overlapping functions and improve the overall performance of the Felda group,” she said.

Another priority is resolving legacy legal issues, including inherited burdens like contract litigation claims that have affected Felda’s finances.

“A negotiated settlement and restructuring approach is being implemented to reduce long-term risks and restore institutional stability,” she added.

The government is also actively discussing with state governments to finalise issues related to Felda land ownership and administration.

Clear land status is crucial to facilitate operations, expedite development projects and attract strategic investors for settlers’ benefit.

Financial restructuring is also underway to create a stronger position through improved returns and disciplined cash flow management.

“This includes enhancing plantation management efficiency and strengthening Felda’s core businesses,” Rubiah said.

She believes these comprehensive approaches will restore settler confidence and ensure their aspirations are addressed consistently.
