MCMC takes legal action against X Corp and xAI for failing to remove harmful Grok-generated content, including explicit images of women and minors.
PUTRAJAYA: The Malaysian Communications and Multimedia Commission is pursuing legal action against X Corp and xAI LLC for failing to ensure user safety in Malaysia regarding the use of the AI tool Grok.
MCMC stated that legal proceedings would commence soon, with solicitors already appointed.
The commission identified the misuse of Grok to generate and disseminate harmful content, including obscene, sexually explicit, and non-consensual manipulated images.
“Content allegedly involving women and minors is of serious concern,” said MCMC.
It added that such conduct contravenes Malaysian law and undermines the entities’ stated safety commitments.
Notices were issued to X Corp and xAI LLC on Jan 3 and 8, requiring the removal of the offending content.
No remedial action has been taken by the companies following these notices.
MCMC asserted that X Corp and xAI LLC may be held liable even though the content was user-generated.
The commission argued the companies retain control over Grok’s design, deployment, and risk-mitigation measures.
“Liability cannot be disclaimed where systemic safeguards have failed,” said MCMC.
It also noted the companies’ failure to enforce their own policies and internal controls.
This failure may have facilitated unlawful online activities within Malaysia, according to the agency.
MCMC reiterated its commitment to upholding Malaysian law and protecting the public interest.
It stressed that all digital platforms operating in or affecting Malaysia must comply fully with applicable legal and regulatory requirements.
