SKBBK offers accident protection for all employees with no age limit

The new Non-Workplace Accident Scheme covers all employees regardless of age, with phased contributions to minimise financial impact on workers.

KUALA LUMPUR: The Non-Workplace Accident Scheme (SKBBK) introduced under amendments to the Employees’ Social Security Act 1969 has no age limit for coverage.

Human Resources Minister Datuk Seri R. Ramanan said employees remain eligible for protection as long as they are still working, including those aged above 60.

He clarified that SKBBK does not have a retrospective effect and only applies to accidents occurring after the Bill’s effective date.

Coverage is also limited to accidents happening within Malaysia, as enforcement and implementation are subject to the country’s laws.

Employees sent abroad on official assignments will continue to be covered under the existing Work Accident Scheme throughout their posting.

This includes coverage during reasonable daily activities like going out for meals near their accommodation after work.

Protection does not apply if an accident occurs during personal activities unrelated to official duties, such as sightseeing or leisure travel.

Ramanan earlier said the amendments include provisions for setting contribution rates in three phases.

The rate will be 0.75% in the first phase, 1.0% in the second phase, and 1.25% in the third phase.

This phased approach is intended to ensure the financial impact on employees remains minimal and sustainable.

The Employees Social Security Bill (2025) was subsequently passed after being debated by 11 senators.
