Selangor launches 10-year creative economy action plan

Selangor’s new 10-year creative economy roadmap targets RM20 billion revenue by 2035 through digital, arts and heritage sectors with district hubs and funding support.

SHAH ALAM: The Selangor government has launched the Selangor Creative Economy Action Plan 2025-2035 as a comprehensive roadmap to drive the state’s creative economy through strategic approaches.

Menteri Besar Datuk Seri Amirudin Shari said the plan aims to position Selangor as a competitive regional creative economic hub on the global stage while contributing to sustainable economic growth.

He identified three key sectors for development: digital and multimedia, arts and culture, and cultural heritage to ensure industry growth aligns with the state’s cultural identity.

The digital sector encompasses film, television, digital content, advertising, AR/VR, design, animation and digital games.

Arts and culture covers handicraft, creative writing, visual arts, fashion, music, culinary arts and performance, while cultural heritage involves museums, archives and heritage conservation.

Amirudin said they have identified marketing, policies and legal aspects that need updating to strengthen the creative industry.

The state targets generating revenues exceeding RM20 billion by 2035 through this initiative.

State Youth, Sports and Entrepreneurship Committee chairman Mohd Najwan Halimi said the plan will be driven through strategic enablers including creative incubators, studios, market access expansion and funding support.

The core implementation involves establishing the Selangor Creative Economic Development Hub (SEL-CREATE) as a creative economic hub in every district.

These hubs will provide event spaces, co-working areas, business facilities, marketing opportunities, training programmes and legislative, financial and technological support.

Najwan expressed hope that local authorities, corporate firms and private companies would collaborate to realise this agenda.

Through Budget 2026, the state government has allocated RM1 million to continue the Creative Economy Expo and develop the action plan covering arts, culture, design and e-sports.
