Selangor to sign waste management act by September 2026 for stronger enforcement

Selangor expects to adopt Act 672 by September 2026, enabling fines up to RM100,000 for illegal dumping, a major upgrade from current RM1,000 penalties

SHAH ALAM: Selangor is expected to sign the Solid Waste and Public Cleansing Management Act 2007 (Act 672) by the third quarter of 2026.

State Local Government and Tourism Committee chairman Datuk Ng Suee Lim said the adoption would enable stricter enforcement and large-scale monitoring against illegal waste disposal.

He said the state government had completed assessment engagements with the Solid Waste and Public Cleansing Management Corporation and the Ministry of Housing and Local Government.

All required documents from local authorities have been submitted to the federal government over the past year and a half.

“If everything goes well, we expect that by the third quarter of 2026, or by September, we can sign the agreement,” he told reporters at a public cleansing operation in Section 7.

Ng said the Act is crucial for providing greater authority in monitoring and administration.

“The Act stipulates that anyone involved in illegal waste disposal can be prosecuted in court and fined up to RM100,000 or sentenced to imprisonment for up to five years,” he explained.

He contrasted this with current local authority by-laws, which impose a maximum fine of only RM1,000.

Ng added that local authorities can also issue summonses or suspend business operations for failing to properly install and maintain oil traps.

The state government, through KDEB Waste Management, will intensify monitoring of waste collection contractors to ensure effective duty performance.

KDEB Waste Management is currently conducting comprehensive mapping and monitoring of waste hotspot areas, including Sentosa and Kota Kemuning.

Ng said the state government took full note of the recent reprimand from the Sultan of Selangor, Sultan Sharafuddin Idris Shah.

“We do not want to give excuses for not performing well. We need to find solutions to address the issues,” he stated.

Sultan Sharafuddin had called for immediate planning to clean up Selangor following numerous complaints over worsening cleanliness. – Bernama
