Zelensky reveals 20-point US-Ukraine plan to end Russia war

Ukraine’s Zelensky details a 20-point US-backed peace plan, covering sovereignty, security guarantees, EU path, and a $200 billion reconstruction fund.

KYIV: Ukrainian President Volodymyr Zelensky has detailed a new US-led 20-point plan aimed at ending the Russian invasion.

Zelensky said the plan was agreed between Kyiv and Washington and has been sent to Moscow for feedback.

He outlined the points in a briefing with journalists, though a full draft was not published.

The first point reaffirms Ukraine’s sovereignty, with all signatories confirming it.

It includes a full non-aggression pact between Russia and Ukraine, with a monitoring mechanism for the contact line.

Ukraine would receive strong security guarantees, with its armed forces maintained at 800,000 personnel in peacetime.

US, NATO, and European guarantees would mirror Article 5, triggering a coordinated response if Russia invades.

These guarantees would be void if Ukraine attacks Russia without provocation.

Russia would formalise a policy of non-aggression toward Europe and Ukraine in its laws.

Ukraine would become an EU member within a defined period, gaining short-term privileged market access.

A global development package includes a Ukraine Development Fund for tech and AI sectors.

US companies would cooperate on rebuilding Ukraine’s gas infrastructure and war-affected areas.

A capital and grants fund with a target of $200 billion would be established for transparent investment.

Ukraine confirms it will remain a non-nuclear state under the Non-Proliferation Treaty.

The Zaporizhzhia Nuclear Power Plant would be jointly operated by Ukraine, the US, and Russia.

Educational programs promoting tolerance and EU rules on religious freedom would be implemented.

The current troop line in four eastern regions is de facto recognised as the contact line.

A working group would determine force redeployment and parameters for future special economic zones.

International forces would monitor the line after troop movements, with Russian withdrawal required from four other regions.

Both parties agree to adhere to the Geneva Conventions and human rights obligations.

Future territorial arrangements cannot be altered by force, and Russia must not obstruct Ukrainian commercial use of the Dnipro River and Black Sea.

A humanitarian committee would oversee an all-for-all prisoner exchange and the return of detained civilians.

Ukraine must hold elections soon after the agreement is signed.

The legally binding deal would be monitored by a Peace Council chaired by US President Donald Trump, with sanctions for violations.

A full ceasefire would take effect immediately once all parties agree.
