Community service for littering to start in Malaysia from 2026

Malaysia will enforce community service for littering from 2026, with offenders facing RM2,000 fines and 12 hours of public cleansing work

KUALA LUMPUR: Housing and Local Government Minister Nga Kor Ming (pic) has issued a final reminder that community service orders for littering will take effect from January 1, 2026.

The new enforcement aims to strengthen public cleanliness and civic responsibility across the country.

“Anyone, including foreigners, who throws rubbish in public places will be fined RM2,000 and sentenced to 12 hours of public cleansing work,” Nga said in a statement.

He expressed disappointment that littering persists, particularly in city centres and public areas.

Nga stressed that urban cleanliness is a shared responsibility and not solely the duty of the government or local authorities.

“Malaysia is progressing towards developed nation status and will be hosting Visit Malaysia 2026, but irresponsible attitudes such as this tarnish the image of our cities and the country’s reputation,” he added.

The minister said enforcement officers have been instructed to uphold the new law.

His ministry, through the Solid Waste and Public Cleansing Management Corporation and local authorities, remains committed to cleaning operations and continuous enforcement.

Nga stressed that the success of these efforts depends on public awareness and cooperation.

He urged all parties to respect public spaces during festivities by disposing of waste properly and complying with the law.

“Clean cities reflect a cultured society. Let us support the efforts in ensuring our cities are cleaner, sustainable and liveable for the next generation,” he said.
