MCMC resolved 560 harmful online content cases last year

MCMC resolved 560 out of 607 harmful online content cases last year, with fines and prison terms for offenders.

KUALA LUMPUR: The Malaysian Communications and Multimedia Commission (MCMC) resolved 560 cases, or 93%, of the 607 investigation papers opened last year, involving offences under Section 233 of the Communications and Multimedia Act 1998 for obscene, indecent, false, threatening and grossly offensive content.

Of the total, 20 cases were brought before the courts, with 12 decided, resulting in total fines of RM230,000, while six offenders were sentenced to prison terms of between six and 10 months.

“The MCMC also offered compounds for 34 cases worth RM2.29 million, issued 119 warning letters, while 47 cases are still under investigation and the remainder classified as requiring no further action,” the ministry said in a written response posted on the Parliament website today.

This was in response to a question from Senator Datuk Wu Him Ven on the breakdown of investigations, prosecutions and convictions under Section 233 from January to December 2025.

During the same period, MCMC investigated 202 cases involving harmful online content related to 3R (race, religion and royalty) issues under Section 233, with 13 cases charged in court, nine concluded resulting in total fines of RM180,000, and five offenders sentenced to imprisonment. As of June 30, MCMC had also offered compounds for 10 cases totalling RM640,000 and issued 52 warning letters, while eight cases are still under investigation.

Meanwhile, in a separate response to Senator Datuk Edward Linggu Bukut on measures to strengthen online safety for children, the ministry said Op Pedo to combat child sexual abuse material (CSAM) led to the arrest of 31 suspects and the seizure of more than 920,000 CSAM files.

“Op Pedo 1.0 in December 2024 led to the arrest of several individuals and the seizure of more than 40,000 CSAM files. Subsequently, Op Pedo 2.0 in September 2025 involved 37 locations, leading to the arrest of 31 suspects and the seizure of more than 880,000 CSAM files.

“Of the total, 17 suspects have been charged in court. This success demonstrated the effectiveness of cross-agency cooperation in combating the online sexual exploitation of children,” according to the ministry.

The Communications Ministry said these enforcement efforts were further supported by MCMC’s proactive monitoring, which submitted 78,741 requests to remove harmful online content between 2022 and July 15 this year, with 61,887 pieces of content, or 79%, successfully taken down.
