Persons with Disabilities Act amendments set for 2026 parliament

Amendments to the Persons with Disabilities Act 2008, aimed at strengthening protections, are scheduled for tabling in the first parliamentary session of 2026

GEORGE TOWN: Amendments to the Persons with Disabilities (PwD) Act 2008 are being reviewed and are expected to be tabled in the first parliamentary session of 2026.

Deputy Minister of Women, Family and Community Development Lim Hui Ying said the amendments aim to reinforce protection, access, and meaningful participation for the PwD community.

She noted that 821,374 persons with disabilities are currently registered nationwide.

“Through various initiatives, support programmes and equipment assistance, we ensure children and PwDs receive care, education and opportunities to thrive,” she said.

Lim spoke after an official visit to the Cerebral Palsy Association of Penang, where she also donated RM50,000 to support its programmes.

She highlighted that Budget 2026 increases tax relief for parents of children with disabilities from RM6,000 to RM10,000.

The relief covers expenses for screening, early intervention and ongoing rehabilitation.

A total of RM1.4 billion has also been allocated to support PwDs, including those confined to their beds.

This aid, channelled through the Social Welfare Department, covers assistive equipment like wheelchairs and braces.

Lim emphasised the government values the role of non-profits like the Cerebral Palsy Association.

She said such organisations complement public services and turn policies into real support at the grassroots.

“For 64 years, the centre has stood with children and families through life’s many challenges,” she added.
