Malaysia has spent RM698.4 million on the Sungai Golok flood mitigation project, with phase one reaching 78% physical progress as of May 2025.

KUALA LUMPUR: A total of RM698.4 million has been spent as of May this year on the Sungai Golok Integrated River Basin Development Project (PLSB), which involves three major phases with a total allocation of RM3.044 billion to address flood issues in Kelantan.

The Ministry of Energy Transition and Water Transformation (PETRA) said the first phase of the project, covering Tumpat and parts of Pasir Mas, had achieved 78.15 per cent physical progress as of May 30, with RM593.4 million in expenditure recorded.

PETRA said the second phase of the project, involving areas in Jeli, Rantau Panjang and parts of Pasir Mas, began in April 2026 and is being implemented on a design-and-build basis, with completion scheduled for October 2028.

“Preliminary works involving surveying, land investigations for design purposes and the preparation of land acquisition plans for the lots involved are currently underway, with RM8.7 million in financial implications recorded to date,” the ministry said in a written reply published on the Parliament website.

The ministry was responding to a question from Datuk Siti Zailah Mohd Yusoff (PN-Rantau Panjang) on the latest status of the flood mitigation project in Kelantan, as well as the amount of allocations approved and spent to date.

PETRA said the third phase of the project, covering areas in Tumpat, Pasir Mas, Jeli and Rantau Panjang, would be implemented on a design-and-build basis to complete the overall flood mitigation works under the first and second phases.

It said works under the third phase, which commenced in April 2024, are expected to be fully completed in 2029, with physical progress reaching 15.96 per cent and RM96.3 million in expenditure recorded to date.

Meanwhile, in response to a question from RSN Rayer (PH-Jelutong), the ministry said Phase 1 of the Sungai Pinang Basin Flood Mitigation Plan (RTB) Project in Penang, aimed at reducing flood risks in the Jelutong area, had achieved 44.73 per cent progress and was scheduled for completion in 2027.

For the Parit Buntar parliamentary constituency, the ministry said the Department of Irrigation and Drainage (DID) had completed the Integrated River Basin Management (IRBM) Plan Study for Sungai Kerian in 2025, while the RM11.18 million coastal bund construction and repair project in Kuala Kurau was ongoing, with progress reaching 45 per cent.

In addition, PETRA said it was implementing the Coastal Flood Mitigation Project in Sarawak, involving a total cost of RM316.3 million comprising four packages across 17 locations, with the project scheduled to enter the detailed design phase in November.

Responding to a question from Datuk Yusuf Abd Wahab (GPS-Tanjong Manis) on the status of the projects in Kampung Paloh Lama and Kampung Belawai, the ministry said both coastal protection projects were under the supervision of the state government.

The RM6.4 million rock revetment project in Kampung Paloh Lama has recorded 27.27 per cent physical progress and is expected to be completed in May next year, while the RM161.77 million Kampung Belawai coastal embankment development project is currently at the design stage.

In terms of the project effectiveness, the ministry said coastal erosion was a natural process influenced by waves, currents and dynamic coastal morphological conditions.

“Therefore, the projects being implemented are aimed at reducing the impact of natural coastal erosion and flooding. The implementation of these physical projects can help reduce erosion rates, control wave impacts and minimise risks to residential areas and infrastructure, especially during the monsoon season and high tides,” it said.
