Selangor to build 889km dark fibre network for new revenue

Selangor’s RM267 million dark fibre network master plan aims to generate RM196 million in returns over five years while bridging the digital divide

SHAH ALAM: The Selangor government will develop a dark fibre network master plan through Menteri Besar Selangor Incorporated’s subsidiary and Smartsel Sdn Bhd to create new revenue streams.

Menteri Besar Datuk Seri Amirudin Shari announced the 889-kilometre network will give the state its own high-speed fibre-optic infrastructure with RM1 million allocated under Selangor Budget 2026.

The RM267 million project is projected to generate RM196 million in returns over five years.

“The system will be developed on an open-access model to minimise excavation works that may disrupt services,” he said when tabling the budget.

He added that the Selangor Dark Fibre Network will broaden digital access and narrow the digital divide between urban and semi-urban areas.

On other revenue initiatives, Amirudin said the state collected more than RM30 million from both Water Abstraction Charge and Zero Discharge Policy measures.

Selangor received RM33.61 million from Water Abstraction Charge as of October 2025 against a RM70 million target.

Zero Discharge Policy collections through the Selangor Water Management Authority exceeded RM35 million this year.

Revenue from Water Abstraction Charge will improve water quality while ZDP income will be strengthened through LUAS Enactment 1999 amendments.

The amendments will allow funds to be credited directly into the Consolidated Fund. – Bernama
