KUALA LUMPUR: A total of 78 offenders were deployed across six states today as the Solid Waste and Public Cleansing Management Corporation (SWCorp) intensified its crackdown on littering through the third series of its Community Service Order (CSO) under Act 672.
The programme, carried out simultaneously nationwide, is part of SWCorp’s integrated enforcement strategy to address littering in public spaces while promoting restorative justice through community service.
SWCorp CEO Khalid Mohamed said the approach not only serves as a deterrent but also provides offenders with an opportunity for rehabilitation by directly participating in cleaning activities and fostering greater responsibility towards environmental cleanliness.
“The CSO is not merely punitive but serves as a mechanism for civic education.
“Through direct involvement in community work, individuals can understand that even small actions such as littering can have significant impacts on public well-being and shared spaces,” he said.
The 78 offenders were deployed across Perlis (5), Kedah (21), Kuala Lumpur (27), Pahang (12), Negeri Sembilan (9) and Johor (4), involving cleaning works at public areas including sidewalks, roads, drainage systems, public toilets and beaches.
Khaled added that to date, SWCorp has issued a total of 1,342 Notices of Offence (NPK) across seven states under Act 672, involving 1,058 Malaysian citizens and 284 foreign nationals.
“To ensure safe implementation, SWCorp coordinated with the Health Ministry and the Malaysian Meteorological Department, with support from district health offices, in view of the current hot weather and unpredictable condition,” he said, adding that the initiative is expected to instill awareness and discipline in maintaining cleanliness on a continuous basis.
Khaled also said in addition to CSO, SWCorp had conducted various enforcement operations against littering, including Ops Perantau at R&R areas from March 7 to 19, which recorded 49 NPKs from 40 operations at 19 locations, and Ops Ambang Aidilfitri on March 20, which recorded 36 NPKs from 26 operations at 35 locations.
“The public is therefore reminded to comply with the provisions under Act 672 to avoid legal action and to work together in maintaining the cleanliness of public areas for the collective well-being,” he added.
