Communications Minister Fahmi Fadzil says amendments to the Postal Services Act 2012, updating definitions for e-commerce and courier services, will be tabled in Parliament by year-end.

PUTRAJAYA: Amendments to the Postal Services Act 2012 are expected to be tabled in Parliament by year-end, according to Communications Minister Datuk Fahmi Fadzil.

He said the amendment bill is currently being drafted before being submitted to the Cabinet, with updates aimed at reflecting changes in technology and the evolving courier and e-commerce landscape.

“The ministry is taking into account new developments, including the growth of courier service providers and aspects of postal delivery previously defined under the universal service obligation (USO).

“So, we will start with revising the definition of USO to align with developments in parcel delivery and products within the e-commerce ecosystem,” he told reporters after launching the NADI Entrepreneurs @ Shopee campaign here today.

Fahmi said industry players, including e-commerce platforms and courier firms, are invited to provide feedback to strengthen the legislation.

The Communications Ministry had previously indicated plans to amend the Act to ensure a more sustainable, competitive postal ecosystem while safeguarding workers’ welfare.

On the campaign, Fahmi said the Malaysian Communications and Multimedia Commission initiative, in collaboration with Shopee, highlights the broader role of NADI centres as community hubs for learning, empowerment and capacity-building.

“When combined with industry partners like Shopee, these platforms create practical opportunities that meet the real needs of the people.

“We hope such initiatives will be expanded, enabling more entrepreneurs to tap into digital markets, strengthen their brands and boost household and community incomes,” he said.

He also urged NADI entrepreneurs to set higher targets, embrace innovation and improve productivity in their businesses.
