Government ready to make Tabung Haji RCI report public subject to Cabinet procedures: PM

KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim said the government is prepared to make public the Royal Commission of Inquiry (RCI) report on Tabung Haji (TH), subject to any necessary Cabinet procedures, saying the public has a right to know its findings.

He said the report was initially withheld because the government wanted to prioritise institutional reforms and avoid causing unnecessary concern among depositors while TH was undergoing a recovery process.

“At that time, we were concerned because Tabung Haji was in the process of recovery. If we released it too early, it might have caused anxiety among depositors and stakeholders,” he told reporters after launching the Humane Economy Global Discourse 2026 here today.

Anwar said TH has since undergone significant reforms and is now in a much stronger financial and governance position.

“Now, I believe Tabung Haji has improved tremendously, and I have no objection whatsoever to publishing or releasing the report because the people have the right to know,” he said.

The Prime Minister said he has instructed the Chief Secretary to the Government to determine whether the report requires Cabinet approval before it can be made public.

“If it is not necessary, I will release it immediately. If it needs to go to the Cabinet, I will wait until Wednesday because the people deserve to know,” he said.

Asked whether all eight volumes of the report would be released, Anwar said the government’s original intention had always been to publish the findings but cautioned that the timing had to be carefully considered.

“There was a need to undertake reforms and rectify the irregularities. That was our consideration at the time.

“But now, after several years, the current leadership and team have done an excellent job in managing Tabung Haji. It is a well-managed and transparent institution,” he said.

Yesterday, Minister in the Prime Minister’s Department (Religious Affairs) Dr Zulkifli Hasan told the Dewan Negara that the Cabinet would deliberate on a proposal to make public the final RCI report on TH amid allegations surrounding the transfer of the institution’s strategic assets.

He said claims that TH’s assets were sold were untrue, explaining that the transfer of underperforming assets to Urusharta Jamaah Sdn Bhd in 2018 was part of a Cabinet-approved bailout plan to restore the institution’s financial health.

The government has maintained that the rescue exercise has successfully strengthened TH’s financial position, with total deposits increasing to more than RM95 billion as of mid-2026 and the institution recording its highest profit distribution rate in eight years for 2025.
