Malaysia outlines 16 priorities to protect children online

Malaysia implements 141 actions under 16 strategic priorities to strengthen child protection in the digital environment through new national policy.

KUALA LUMPUR: Malaysia has emphasised the implementation of 141 actions under 16 strategic priorities outlined in the National Child Policy and Action Plan (2026-2030) to strengthen child protection in the digital environment.

Minister of Women, Family and Community Development, Datuk Seri Nancy Shukri, said the newly launched action plan provides a clear direction towards restoring and enhancing children’s rights, particularly those at risk, within a safe, inclusive, and resilient environment.

“Technological advancements offer opportunities but also increase risks, such as cyberbullying, exploitation, online predators, and emotional threats to children.

“Digital challenges extend beyond national borders, so it is essential for us to collaborate, share best practices, and build a secure digital ecosystem across the region,” she told the media after officiating the ASEAN ICT Forum 2025 on child online protection and the launch of the National Child Policy and Action Plan (2026-2030).

Nancy stressed that child protection requires a coordinated effort involving families, teachers, communities, NGOs, and the private sector.

She also pointed out that many parents and teachers are still unaware of the online risks that can jeopardise children’s safety and well-being.

Commenting on the rise in online sexual exploitation cases, she noted that the trend was driven by growing awareness and the emergence of new spaces exploited by predators.

“Young people aged 15 to 24 are particularly at risk, as many of them are not engaged in education, training, or employment.

“This emphasises the need to empower children, not only to protect them but also to ensure they understand digital developments and can make safe decisions,” she added.

Regarding the two-day forum that began today, Nancy said the event aimed to improve understanding among stakeholders and ensure the new policies are both relevant and effective.
