The Malaysian Checkpoints and Border Agency will introduce its own service scheme in 2026 to build a disciplined, regimented work culture at national entry points
PUTRAJAYA: The Malaysian Checkpoints and Border Agency (MCBA) will introduce its own dedicated service scheme next year to overhaul the agency’s structure and discipline.
Director-General Datuk Seri Mohd Shuhaily Mohd Zain said the scheme will end reliance on recruiting officers from six core agencies.
It will form the foundation for building a disciplined work culture centred on compliance and a formal chain of command.
“Once our own MCBA Scheme is established, we will be permitted to conduct new recruitment,” he said during a media briefing.
Mohd Shuhaily said he will emphasise respect for authority, discipline and fully embedding a regimented culture.
“It will be a regimented approach, purely to instil discipline and to change the current state of affairs,” he added.
The scheme will enable MCBA to forge its own professional identity for new recruits.
He said the initiative aligns with the government’s aspiration to reinforce national entry point controls.
The Chief Secretary to the Government has endorsed the move and is working towards its implementation.
Mohd Shuhaily also expressed hope to see an official MCBA detachment established by next National Day.
He pointed out that the current work culture across the six core agencies is still not fully regimented.
He illustrated this with the longstanding directive prohibiting phone use at immigration counters.
“This directive has been in place for decades… yet it still happens,” he said.
Mohd Shuhaily stressed that change within the national border control service is now inevitable.
“This change is inevitable. It can no longer be avoided because the public is calling for it,” he said.
He concluded that he is willing to take risks to fulfill the government’s intent and the people’s will. – Bernama
