MCMC publishes Child Protection and Risk Mitigation Codes under the Online Safety Act 2025, effective June 1.
PETALING JAYA: The Malaysian Communications and Multimedia Commission (MCMC) has published the Child Protection Code (CPC) and Risk Mitigation Code (RMC) under the Online Safety Act 2025 (ONSA), effective June 1.
In a statement today, the MCMC said the CPC and RMC mark a key step in strengthening Malaysia’s online safety framework, particularly in enhancing protection for children and families navigating digital risks.
“The implementation of these key obligations under ONSA forms part of the government’s ongoing efforts to ensure a safer digital experience for children and families,” it said.
The consultation process included a public feedback exercise held from Feb 12 to March 31.
The MCMC said the codes set clear expectations for service providers to take greater responsibility in addressing online harms, especially in safeguarding children and vulnerable users, while maintaining an outcome-based approach that allows flexibility in compliance.
It said that under the CPC, service providers are required to embed child safety-by-design principles, including safeguards to limit account registration and ownership for users under the age of 16.
“The measures also aim to introduce age-appropriate protections, restrict high-risk features, and reduce exposure to harmful content and exploitative interactions.
“Meanwhile, the RMC requires platforms to adopt proactive and systemic risk mitigation measures, including risk assessments, stronger content governance, effective reporting and response mechanisms, advertiser verification, and the labelling of manipulated content where appropriate,” it said.
