UN alarmed by Hong Kong security law use after deadly fire

The UN human rights chief has voiced deep concern over Hong Kong using its security laws against those seeking accountability for a deadly apartment fire that killed 160 people.

GENEVA: The United Nations voiced alarm on Tuesday at reports that Hong Kong’s “draconian” national security laws were being used against people seeking a transparent inquiry into the city’s worst fire in decades.

The death toll from last month’s apartment complex blaze rose to 160 after an additional body was identified, police said.

Six people are still listed as missing.

UN human rights chief Volker Turk said the public’s solidarity with the victims had shown the depth of civic spirit in Hong Kong.

He said the people understandably want answers and accountability for the tragedy.

“I am deeply concerned by reports that the territory’s draconian security laws are being applied against individuals who have called publicly for a transparent and independent inquiry,” Turk said in a statement.

Authorities have warned against crimes that “exploit the tragedy” and arrested a 71-year-old man for sedition.

This follows earlier reports of three other fire-related sedition arrests.

Turk urged the authorities to drop these cases against those seeking accountability.

He said several provisions under the national security law did not comply with international human rights law.

“The cumulative impacts of these laws reflect a systemic erosion in enjoyment of human rights,” said Turk.

He cited the erosion of fundamental freedoms in what was once a vibrant hub for civil society and debate.

Hong Kong held its second “patriots only” legislative elections on Sunday under rules Beijing imposed in 2021.

These rules slashed directly-elected seats and tightened political vetting.

“The compelled dissolution of major political parties has effectively eliminated organised political opposition,” Turk stated.

He said political pluralism provided essential checks and balances for democratic accountability.

Turk concluded there was an opportunity to restore meaningful civic space in Hong Kong by rolling back measures that restrict political participation and suppress dissent.
